Notice of Adequate Yearly Progress

Please Read: Important Information Affecting Your Child

August 9, 2011

Dear New Hope Academy Charter School Parent or Guardian,

We would like to make you aware of the choices and resources available to you based on the progress of your child’s school under the guidelines of No Child Left Behind (NCLB).

What are the Pennsylvania System of School Assessment (PSSA) and Adequate Yearly Progress (AYP)?

The PSSA is an annual exam given to Pennsylvania students at various grade levels to measure their academic progress. The state uses the PSSA to determine whether New Hope Academy Charter School is making Adequate Yearly Progress (AYP). AYP is determined by how successful districts and schools are in meeting state goals for attendance, graduation rates, test participation and academic progress.

To make AYP, a school must meet the state goals for the student body as a whole as well for each subgroup of students. A subgroup consists of 40 or more students in a school in the following categories: ethnicity, socio-economic status, Individual Education Plan (IEP) – Special Education, and English Language Learner (ELL) status. The number of subgroups that a school has determines the number of “targets” that it must meet to make AYP. During the 2009-2010 school year, students at New Hope Academy Charter School met 24 out of 25 targets.

New Hope Academy Charter School met 83% of AYP targets in 2011. Below are highlights of reading and mathematics achievements:

Reading: During the 2010-2011 school year, 34.7% of all New Hope students demonstrated proficiency in the area of Reading, as measured by the PSSA. These results were fairly consistent over our sub-group populations of Black, Latino, and economically disadvantaged students. Of our students with IEPs, only 15.3% were proficient.

Mathematics: During the 2010-2011 school year, 31.8% of all New Hope students demonstrated proficiency in the area of Math, as measured by the PSSA. These results were fairly consistent over our sub-group populations of Black, Latino, and economically disadvantaged students. Of our students with IEPs, only 18.6% were proficient.

Based on the overall performance and the performance of some subgroups, New Hope Academy Charter School has been identified in AYP STATUS by the Pennsylvania Department of Education (PDE). New Hope Academy Charter School’s PSSA results indicate that the school did not meet the state’s academic achievement targets for the fourth year in a row, based on 2010-2011 PSSA results. Specifically, New Hope Academy Charter School did not meet the targets as defined by PDE for All Students and Economically Disadvantaged Students in Math, and Reading. Additionally, the Black subgroup did not meet the target for Math.

Reading Proficient/Adv State Target Math Proficient/Adv State Target

All Students 34.7% 63% All Students 31.8% 56%

Econ. Dis. 34.2% 63% Econ. Dis. 31.3% 56%

Black 30.4% 56%

Please review the attachment for an explanation of school improvement and more information on how the New Hope Academy Charter School compares to other Pennsylvania schools.

Action Plan for Improving Student Achievement

As a result of an in depth needs assessment, [SCHOOL NAME] has identified the following areas as key strategies for instructional improvement:

  • Remedial Programs such as Study Island and Plato will be used in both Math and Reading to improve students’ basic skills.
  • Teachers will use data from 4 Sight assessments to align their instruction.
  • Teachers will develop individual progress monitoring plans for each student to insure that every child makes at least one full year of academic growth each school year.
  • Struggling students will be provided with intensive interventions during the regular school day.
  • After school and summer programs will be established to allow students who are behind to catch up with their grade level peers.

Explanation of School Choice Option

According to NCLB, New Hope Academy Charter School must offer students the choice to transfer to another school in the district not in School Improvement however New Hope Academy Charter School does not have another school building available to offer the choice to transfer.

How parents and Families Can Help Improve Student Achievement

Parent support is essential to the success of New Hope Academy Charter School]. Communicating with your child’s teachers, making sure your child attends school regularly, helping your child with homework, monitoring your child’s television time, volunteering in the classroom, and participating in school decision-making are important.

The district-wide parent involvement policy will be updated this fall. If you are interested in providing input for this policy, please call Dulce Thomas at 845-4046 and place your name on the list of parents to be invited.. In addition, New Hope Academy Charter School will have its annual meeting to revise our school parent involvement policy and parent compact and to review parent rights under Title I. This meeting is currently scheduled for Wed, August 31st at 6:45 pm, just prior to the SES provider fair.

The many successes at New Hope Academy Charter School cannot be measured in one test and we appreciate your continued support.

We must admit, however, that if ALL of our students are not doing well, we are not as good as we can be. That is our challenge, our goal and our commitment. Please continue to work with us to make sure that we achieve success for every student.

Sincerely,

Karen C Schoonover

Free Tutoring for Your Child!

August 9, 2011

Dear New Hope Academy Charter School Parent/Guardian,

Help your child succeed in school – sign up for free tutoring! As a result of the federal No Child Left Behind Act (NCLB), your child can receive extra help in the areas of math, reading, science and language arts. You can receive this free tutoring because your child’s school is in year one of Corrective Action and your family meets the income limits under the law.

Your child’s school has been identified for improvement because it has not made adequate yearly progress on state measures of academic achievement for at least two years. Specifics about this information are contained in the attached letter.

You may choose a free tutoring program that is best for your child. A list of approved tutoring programs in your area is enclosed and is also posted on our website. These programs have been approved by the Pennsylvania Department of Education and will provide your child with tutoring that is coordinated with the curriculum taught in your child’s school.

This free tutoring program is called Supplemental Educational Services (SES) and is a federal program defined by NCLB.

Questions for Families to Ask Providers:
When and where will the tutoring take place (i.e. at school or a community center)?

How often and for how many hours in total will your child be tutored?

What programs, by grade levels and subject areas, are available for your child?

What type of instruction will the tutor use (small group, one-on-one, or the computer)?

What are the tutors’ qualifications?

Can the tutor help if your child has disabilities or is learning English?

Is transportation available to and from where the tutoring will take place?

What evidence do you have of the program’s effectiveness?

How will progress be reported to parents and to the school?

How do I apply?

Please call New Hope Academy Charter School if you have any questions about these services. Fill out the enclosed provider selection form and mail it back to

New Hope Academy Charter School
459 West King Street
York, PA 17401

Attn: SES in the enveloped provided. Applications are due by September 15th. You will receive a letter from New Hope Academy by October 1st telling you when the free tutoring will start.

New Hope Academy Charter School will be offering a second enrollment window for SES in January, 2012. While it is preferable that students begin free tutoring as soon as possible to benefit from the program it may be that parents will decide later in the year to take advantage of SES for their child. If this is true in your case, please consider this option.

Before enrolling at the tutoring center, each student is given a series of tests to pinpoint his or her specific needs. The tests are administered individually and measure achievement level and mastery of specific skills. Our assessment provides a clear picture of your child's strengths and weaknesses.

Following the assessment, we design an educational package that fits perfectly with everything we've discovered about your child. Choosing from a library with more than 20,000 lessons, we custom-build a tutoring program specifically for your child's needs -- it's a unique "prescription" for learning written for each and every student. The materials used come from America's most respected education publishers. Dr. Litzenberger, an independent validator, concluded, "The KnowledgePoints tutoring program improves the performance of all students and can reduce the 'performance gap' that plagues our education system." "KnowledgePoints is an effective tutoring program that provides skills in reading and math leading to success in the classroom," said Dr. Litzenberger. KnowledgePoints provides tutoring in a small group environment designed to provide individualized help for every student. KnowledgePoints remains dedicated to providing effective tutoring and ensures that all students have the opportunity to receive a minimum of 40 instructional hours.

Notably, in the past three (3) school years, we have provided English Language Arts (ELA) and Mathematics instruction to over 130 students. In addition to the academic gains of our students, we are also proud that for the over 130 SES students we served in each of the last three school years, respectively, overall student attendance was over 80% and teacher absenteeism was less than 1%. Sylvan Learning Center York
Our programs are based on our own Sylvan designed and developed curriculum which has been in use for over 30 years and has been found to be extremely successful with kids of all ages and abilities. Initial assessments are made of the child's skill gaps as compared to national statistics of grade level readiness.

Our curriculum is then customized around the childs needs and a program is designed to address the child's skill gaps based on a three part approach to skill mastery. The children are taught first through guided practice activities on an individualized basis with the instructor. They are then given a series of independent practice activities which are meant to reinforce the skills taught and to foster independence in learning. Lastly, distributive practice activities are used to ensure that mastery of each skill has been achieved. Ongoing progress assessments are used every 36 hours of instruction to ensure that statistical progress reflects that seen at the instructional table by the instructor. Monthly meetings with parents ensure that parents are always kept abreast of their students progress within the program.

Meetings with teachers and schools are held to ensure that programs are aligned and skills are being taught in a way that meets school standards and expectations to ensure the most academic success for the child.

comprehension, functional vocabulary. For the Math Management Program, students are tested in computation, concepts and applications, and basic math facts. Students benefit from this program not only because the program is completely individualized, but also because the student-teacher ratio never exceeds five to one. To keep the parents up-to-date on the student’s progress, the Director of Learning schedules an informal meeting with the parents after every ten tutoring sessions. If agreed to by the local school district, students can tutor until the end of the school year at no cost to parents or the school district. Based on the results of their initial assessment, an Individual Learning Plan is created specifically for your student. Students using our platform experience an average 15 point increase in pre and post-testing. Thats like going from a 78 to a 93. In our home state of Georgia, 67% of students passed/exceed the state math test -- 15% higher pass rate than with the average SES tutor and 83% of our students reported that their math grades went up in school. Numerous students have gone from Fs and Ds to Bs and As with Achieve HighPoints. For the 2011-2012 school year we have begun offering tutoring in reading for grades K-12. All of this information is considered in the preparation of the individual learning program. The individual learning program delineates identified areas of strength and deficiencies, short and long term goals, benchmarks and timelines. An on-going assessment is built into the curriculum materials and overall program. Tutors give parents and the students' classroom teacher(s) a progress report once a month, to discuss student progress including the periodic assessment results, to identify emerging academic needs. Students participate in small group as well as individualized learning activities, which utilize both computer-based instruction and tutor-delivered instructional materials. The student/tutor ratio is a maximum of 10 to 1. We also provide computers with internet for students to access our distance learning components.

Explanation of School Improvement

Any school that fails to meet state targets or Adequate yearly Progress (AYP) for one year is considered in Warning and is not identified for School Improvement. However, when the school fails to meet targets for two years in a row the school must be identified as a school in need of improvement and given the designation of School Improvement I. For each successive year that a school does not make AYP, the school advances to another level of school improvement. For example, a school that is in School Improvement I that fails to make AYP will be identified as School Improvement II. A school that fails to make AYP for the fourth year is listed in Corrective Action I and for the fifth year, Corrective Action II.

If a school makes AYP at any point after being identified in School Improvement, the school will not advance to the next level. The status is defined as Making Progress and still considered in School Improvement at the same level as the previous year. If the school makes AYP for the second consecutive year the building is no longer in school improvement. On the other hand if the school misses AYP after a year of Making Progress the school proceeds to the next designated level of School Improvement.

How Parents and Families Can Help Improve Student Achievement

Your support is not only essential to your child’s success, but to the success of the school as well. Under NCLB, parents are to be involved in the school improvement process and to help write the school’s School Plan. This is the plan to help raise the student achievement of all children in the school. Parents also have the right to help create or update the school’s parent involvement policy and the home-school compact. You can contribute to your child’s academic success by ensuring that your child attends school regularly, comes prepared to learn and completes all homework. Please plan to attend the Title I and Parent School Community Council meetings to obtain more information about school improvement activities and parent engagement opportunities at your child’s school.
